Risers bring tank access up to grade so pumping and inspection are a lid off, not an excavation. Older systems buried well below the surface are a real barrier to maintenance — if getting to the tank means digging every time, maintenance tends to get put off, which is exactly the outcome a riser and a secure, code-appropriate lid are meant to prevent.
Baffles sit at the inlet and outlet, keeping scum from drifting back out the inlet and keeping the outlet drawing from the clear effluent layer rather than the scum above it. Older steel baffles can rust away entirely, and some plastic baffles crack or dislodge, and either failure is usually invisible until someone opens the tank or the drainfield starts showing the downstream signs of solids carryover. Component repair is scoped to what is actually failed rather than treated as a reason to replace the whole tank.
